Many Democrats stupidly believe anti-poverty programs work (in spite of 50 years of failure) and many Republicans stupidly believe the War on Drugs works (in spite of 50 years of failure). Their beliefs are colored by the money the programs put in their campaign coffers. And the people are too stupid to know it.
