Precisely. I think an argument can be made that the right to travel is a fundamental one. That was an obsession in the early days of the country. From the system of canals in the NE, to the National Road, the railroad system in the wake of the Civil War and the highway system post-WWII, transportation has been the lifeblood of the country.

Yet it is heavily regulated. For many reasons, up to an including misuse can be fatal. Why not guns, whose only intended use is to be fatal.
