So did you try removing the battery and waiting about 30 seconds and then re-inserting it? I assume you placed the jumper back in the normal position. Power 'cycling' usually indicates a faulty signal to the power supply (there is a signal on the 20/24pin motherboard connector identified as "Power OK") that is causing it to crow bar/shut down. Most power supplies will not try to restart until they are either shut off by switch or unplugged. If it is "cycling" perhaps you have a reset button stuck or the jumper in the incorrect position.
