And what problem does that solve?
Why is it that we have to register every car on the road? Why is it that only those with valid driver's licenses are allowed to operate these vehicles, and these licenses require both a written and a road test?

By the way, I'm looking for a better answer than "but, but, the 2nd amendment!"
