Without a stronger defense than that

The Bill of Right's is the strongest defense in this country - and yes like all the others it can be repealed or replaced.
How about making sure all of the vehicles on the road are compliant with safety and environmental standards?How about making it impossible for thieves to steal cars without taking them to chop shops?How about driver's licenses? Just for taxes as well?
None of those apply to guns - so your original question is typical liberal apples and oranges claptrap.
