Only if we deliberately denied them food. One of the unfortunate consequences of war is that innocents often starve to death. It's a good reason to avoid going to war.

Not even. I'll accept murder, but not genocide. Maybe if we were talking about fleets of B-52s destroying the entire village.

So far, we are taking the approach that it is OK for them to sleep on top of our oil (which is going to China), as long as they remain something... peaceful, compliant, SOL, whatever. The "Kill all Muslims" crowd still isn't in control of our policy. Maybe we can get off of oil and out of the area before they take over.
