I am not familiar with the specifics of the Freedom Plan and would be able to comment better if I were, having done these kinds of evaluations personally. However, a plan with low copays, rich benefits and complete freedom of choice is merely a souped-up indemnity plan dressed up in HMO sheep's clothing. It should not be too hard to analyze expected claim costs - very high.

By the way, this industry is so competitive and insuring capacity so easy to produce, that it should always be a warning sign that you are doing something wrong if your sales are skyrocketing. (When the actuaries had reasonable input into the process, we always had to fight tooth and nail for every sale, in either HMO or indemnity business.)
