There are 3 legs to this stool, two of which should be relatively easy to fix:

1) The Congress has prevented the Federal Government from negotiating drug costs, resulting in windfall profits to drug companies. That can be fixed at the ballot box.

2) Massive medical fraud because the federal government is required to pay claims too quickly. This is a major industry in Florida and is totally out of control. Change the law to allow longer payment times for suspicious cases and invest in better fraud detection software. Stiffen penalties for white collar crimes and send the worst offenders to some hard core prisons.

3) Way too much money is being spent on exotic and expensive interventions near end of life. This will be difficult to deal with until religious fanatics gradually make up smaller and smaller percentages of the population as the country becomes more secular.
