I-node needs to believe. He thinks that ICs would have tracked about like they did if the Minuteman project and the Apollo program didn't buy all those ICs for $100 each and more. Yep, the semiconductor companies would have kept pouring billions of dollars to develop them until they could get production costs to the $1 a chip range where they took off in the commercial market...

How long did IBM stick with transistors? Until 1965 or so? Commercially, it was about 1970 before ICs started to show up.

Now he does have a point. It would have happened without the early government support, just later. Like decades later. We would probably be wrestling with the transition to VLSI about now...
