I had a small gray big-ear cat (partial Russian Blue) that would make that kind of noise when it saw nearby birds. Maybe it is the cat's way of reducing the meow sound volume to not alert the prey and say "there is a tasty bird there and we could catch it".

I noticed birds (probably robins) that saw my cat had a distinctive call to warn that a predator was nearby. They would fly around right above the cat and make the warning call.
