Let's contrast:

"IT AIN'T GOOD"?

With: "IT'S REAL!"

A co-worker who has since retired said to me once... when all the wheels are working in the same direction, you can get something done. If not, forget it. Well this down home example is similar to the markets... if in general things are all going in the same direction, the market just sings along. "It's real!"

But when you start to get divergences and things that don't add up like VIX not showing lotsa fear right now, then "IT AIN'T GOOD!"

I suspect what you are REALLY asking is, what is the implication of "IT AIN'T GOOD!"? If you are, then OUT WITH IT!!!

To me, the market is a keg of dynamite and several things are occuring... people have lost sight of the fact IT IS A KEG OF DYNAMITE (VIX), and they are beginning to smoke... volatility.
