It depends. Before the war on poverty, the poverty rate would bounce around 20% to 25%. During the war on poverty, that number dropped to closer to 10%. Starting with the Reagan administration, poverty started to slowly climb back up, peaking at over 15% in the wake of the Great Bellyflop. As the economy started to improve under Obama, it has been slowly dropping, and it now is under 14.5%. en.wikipedia.org Now true, there are more in poverty than ever before. But, the population has grown a lot since the early 1960s. As a percentage of the population, it has declined. Did the war on poverty totally eradicate it? We were on the road to doing that. But starting with Reagan, we decided to start to reverse the gains of the war on poverty and the rate responded. Reducing the poverty rate was no longer a priority.
