I don't think you read it.

Any recovery is a good thing; any reduction in unemployment is a good thing.

It does NOT follow that it is a result of any federal policy (which has been a hindrance, not a help). Just logically, you cannot make that leap.

The article is highly relevant, but it is complicated as you say and may be over your 4th grade mind.
