That's an odd response and not totally factually correct but I suspect they were trying to explain it in simple terms. From my reading of the documentation the way it is implemented is there is a web server inside the printer that receives a download from the associated print server (Google or HP) and then just prints it. The IP address that the printer gets assigned by either a router or in your case the Hot Spot is associated with an email address at Google or HP. I assume the printer monitors it's IP address and updates the print server whenever it changes (kind of like the DynDNS service does for web servers connected to DHCP internet connections).

Just curious...you didn't answer whether you are moving the printer around a lot or just occasionally.
