What you wrote is the exact opposite of what happened. Republicans were locked out of conference rooms, the law was drafted in secrecy, Democrat Congressmen boasted of not reading the legislation they were voting on, the Speaker of the House famously said "We have to pass the bill to find out what's in the bill."
