Hi TG --

There was a strong Madden-Julian Oscillation event that ended mid-July. After this event subsided, the winds died in the tropical Pacific. No wind shear and regionally record warm oceans from El Nino, and this is perfect for developing typhoons (Soudelor). These storms hit SE Asia and move northward...essentially 'punching' a plume/ridge of heat upward with it. The persistence is the newsworthy event.

Average temperatures in Tokyo peak this time of year (~86F), so oceans are the warmest. It all adds up. For Japan's sake, the continent of Russia of rapidly cooling, and synoptic fronts will cool things quickly.
