No. I live in a democracy where standards are standardised and where policies are voted on. People have sufficient common interests that laws may be made and enforcement may be ordered. This is complex and thousands of new laws are made every year, but most laws come from the most basic human needs of safety. "First, do no harm" has guided philosophers and other social leaders for thousands of years. In primitive tribes, that stricture applied only to the tribe. In these enlightened times, many people apply the idea to all humans—some going even farther.

Moral rules always begin with individual self interest. Then when an individual has a family, that self interest is broadened. Later we get groups of families forming a tribe. Then a confederation of tribes, and so forth.

If you read the tribal history of the bible, you will see how self interest works. But be forewarned before you read: Most of it is the boastful tribal history of genocide and rape. Not for weak stomachs...
