I think Obama wants to appear he is stonewalling until it appears he can no longer slow the investigation without possible exposure to Obstruction or Justice charges. Of course Obama must dislike Hillary as they are very much huge egos with no room for each other. I believe he wants to see her ruined, but maintain plausible deniability in her demise.

He stole the play right from the Clinton playbook. It also leaves her "word" even further degraded should she attempt to turn on him.
