Obtaining required permits and licenses is a basic process for almost every public company (not just miners).
If an investor believes that a company is so incompetent that it can't successfully complete basic processes, then there is no point to investing in the company.

Going up the scale, obtaining requisite permits is slightly higher than paying the employees and expenses on time.

And if there are any significant unexpected delays in obtaining permits, I would expect the company to elaborate the situation.
