There has never been an "atheist government" and there never will be. Because atheism is not an ideology. It is the response of individuals to the question of God's existence or nonexistence. Economics, politics, and the running of governments has nothing to do with whether or not somebody chooses to NOT believe in supernatural beings.

However, religious ideology can certainly form the basis of government as we see with the "Islamic State". Religions often come with thousands of pages of dogma as well as an inclusion/exclusion element of elitism.
