So if we suspect that they are engaging in forbidden activities with radioactives, we will find out if they had been.
Iran can stall long enough to only leave traces behind.

Then they can argue that the quality of the evidence is either insufficient or unreliable. Toss in the usual "American imperialist" rhetoric, and they'll get enough members of the UN to back their arguments.

Because, you know, Iran is to be trusted more than those "evil Republican warmongers" in Congress.
