I don't think it is even an issue.

At the end of 15 years, under the terms of the agreement, they can do anything they damned well please.

In the intervening 15 years, they will have $150 Billion to spend on building a nice facility that can crank them out and even work toward getting some nice delivery systems.

As the clock rolls over on midnight as the 15 years expire, future generations all around the world are held hostage.

This is a complete, a total, absolute capitulation. There is, quite simply, no way the agreement could have been worse unless Obama had thrown in a few fighter planes and a user's manual for what's left of our nuclear arsenal.
