I'm pretty sure there would be more bacteria on the underside of a dock (talking about the boards) than on the side getting sunlight, just as with a board laying on the ground - there would be more bacteria, mold, etc under it than on the side getting light. As for the water under the dock, that is constantly being flushed out.

How do you feel about people playing in uncovered reservoirs?

Probably doesn't matter much. The water has living things in it already.
