You must have an abundance of research papers in your briefcase which shows it does.
Personally, I'd like to see the research papers that show that the city of Los Angeles will save $250M by dumping $37M worth of black plastic balls into a reservoir.

Seems like that's a lot of evaporation that the balls are supposed to be preventing. If it's such a great idea, why not do that with other reservoirs? Unless it's an experiment, which I'm fine with.
