Fine, then let's first pursue other cost-effective solutions for our water needs. Waste-water recycling is one of them. Should be cheaper and supposedly more environmentally-friendly than desalination.

In any case, I really question the cost-effectiveness of the black balls in the reservoir. In materials alone, a tarp that covers 175 acres should cost about $1M. (I arrived at that figure based on the cost of a 9x12' tarp available at Home Depot.) Add in labor and whatever it takes to make sure the tarp is environmentally feasible, and you'll still be well below the $37M that was spent on the black ball solution.
