I discovered what was waking one system from both a poweroff and sleep state. 'NT TASK\Microsoft\Windows\UpdateOrchestrator\Reboot' You have to go into TaskScheduler to disable or turn that off.

My other system that kept waking from sleep was due to Automatic Maintenance, which was somehow turned on during the many updates from one build of Windows 10 to another. You can search for Automatic Maintenance in Control Panel to turn that off.
