IE explorer 4.01 locks you in a one-way street.

cnet.com

excerpt
Many users also seem to feel that the wedding of
browser and operating system is an unholy union,
and IE 4.0's OS integration is a time bomb. One of
the most frightening stories we heard was from a
user who wanted to reinstall Windows to fix
corrupted drivers. The installation program refused
to run, telling him that Windows could not be
reinstalled with IE on the system. It then told him
to uninstall IE, reinstall Windows, then rerun the IE
setup program: a hard pill to swallow for a modem
user. We duplicated this bug at CNET, and we
found that if you've removed your uninstall files,
you're out of luck--it's time to reformat.
