California 6th highest electric rates

I'm not certain how they cam up with that number but it certainly doesn't apply to most. We have tiered rates starting around 12 cents per kWh and quickly escalating into the Hawaii territory. My typical monthly average is well into the 20's per kWh. Does anyone else outside of CA have these tiered rates?
