a new and genetically distinct human being is formed

Does it make a difference if it not not genetically distinct? You are very close to making a case that one identical twin deserves protection and the other does not. It's really irrelevant though. It's bad policy and theology to propose that every human that can be born, should be born. There are already more people on this planet than it can support. Problems such as global warming, pollution, and lack of fish in the oceans are fundamentally due to an excess population. Many studies indicate that the earth can handle about 2 billion people (with modern habits). As it is, we are all on a course for scarcity, migration, and mass death. It think those are serious consequences and we will all be happier if a reduction in population is made by personal choice and not by terrorism, famine, and disease which is the likely outcome of the policies espoused . Some day with space-stations or cities on Mars there will be more space to live and reproduce, but until then the preferred choice is to be reproductively responsible.
