Assuming Chelsea - and nobody else like some real pros - erased the drives, that would not be deep enough to prevent a full recovery of all content.
My guess, however, remains, that the erasing job done on her server will prove to be pretty darned deep and as thus done by real pros hired for the job.

That said, not impossible, that some real super pros working for the government will be even better and having techniques to recover a lot if not most of the content anyway.
