You said the world faced runaway population growth.

The world population is still growing at an exponential rate.
Statistically, there is bound to be some local areas where there is a population reduction, Fukushima Japan for example, but overall the population is on a tear. Maybe someday there will be additional floating continents or something, but not before the existing continents, including preserves, parks, farmland, cities, and bunkers are completely overwhelmed.
