...requiring that food stamp recipients volunteer... How do you force someone to volunteer? What about old, infirmed and disabled folks? Do they have to volunteer too? What about military and Walmart employees who already work full time at below subsistence pay? Do they now have to work overtime for a few bucks in food stamps? Food stamp funding comes primarily from the US Government and local political hacks should not be able to manipulate distribution for political purposes.
