It isn't a couple bucks in food stamps. It is $80 Billion a year. Much of which is wasted on beer, cigarettes, drugs, and other nonessential items. Much more is wasted on sheer fraud, where food stamps are sold to the highest bidder on the street.

As to the town, I'll assure you it happens in every town you've ever lived in. Big, small, whatever.
