Much more is wasted on sheer fraud, where food stamps are sold to the highest bidder on the street.

They are likely going to be caught. If they haven't been already.

They only issue one card per family. If that card is sold, it is very difficult to get replaced. For this scheme to work, the card holder would have to sell the card for a one time fee and lose benefits since getting a replacement card is extremely difficult. And that card number would be in the system and use of that card would be a crime. I suppose you could find someone dumb enough to sell their card. But there won't be many.
