"Its unlikely to have much a positive effect"

Maybe you've never taken a mental health day.

I think you misunderstand the point. I'm not disputing the benefits of some time off, I'm disputing the benefits of mandating paid time off. If my employer has to pay me for "mental health days", they will tend to slightly pay less of a base rate leaving me in roughly the same situation in terms of compensation.

Uh, no; that only happens in bad randian novels.

Then you must live in a bad randian novel, either that or you lied about your own past experience in this area. Whether or not you had a formal negotiation, you insisted that employers provide paid sick leave. Either you ask them for it as part of your compensation (negotiation), or you got a take it or leave it and left it when you didn't like the terms.

Even if you didn't have an actual back and forth on the terms, you did at least get to choose the terms you would accept and only go for jobs that offered them. People with rarer and more valuable talents are more likely to have more extensive negotiations, but even people without extraordinary job talents negotiate. I have done so myself, bringing the offered compensation up by 10% (only to find out later I could have held out for more and almost certainly would have gotten it, judging by what they where paying a couple of other new hires who didn't have superior resumes to mine).
