"I'm disputing the benefits of mandating paid time off"

Depends on whether you are the boss or the employee.

"you insisted that employers provide paid sick leave"

Actually, when I started in medicine, it was the California Nurse's Assoc. and some unions who insisted employers provide sick leave. i can't remember, but I prolly had it when I worked summers in a cannery, cuz... Teamsters, ya know. Now, it's required by state law.... for everybody who works more than 30 days in a year. That just happened.

"If my employer has to pay me for "mental health days", they will tend to slightly pay less of a base rate"

I've always found that if the other employers in the area were giving both paid sick leave and a higher base, my employer had to keep up, or lose staff. With luck, they even competed with how much they would kick in for continuing education.
