1 - No our infrastructure is not deteriorating at a quick rate.

2 - If it was, it would not be because of lack of money being spent on infrastructure since that has climbed.

3 - If it hadn't climbed it wouldn't be because of starvation of funds, but rather because of other priorities. Governments in the US spend over $6tril/year.
