Who gets the smaller base? On the average all the people who get the paid sick leave.

Paid sick leave is a cost to your employer. Do you think most employers are such altruists that they will give it to you for free?

The exact difference will vary by job. The exact average will vary by time period, and be hard to estimate before hand, or even to calculate afterwards (were talking about the change do to this factor, and its hard to impossible to fully cover other factors). But a good first estimate is that the cost in base pay will be almost exactly what is gained on the average in dollars for time not worked. Thinking about it a bit more, since people do seem to value the paid time off at least slightly more then the equivalent in base, it would seem to indicate that they will give up slightly more dollars then they will gain, but that's uncertain.
