Jeffrey,

When a company buys back its own stock, the number of outstanding shares decreases, and its earnings per share correspondingly goes up because there are less shares. Companies tend to announce buybacks when they feel that their shares are underpriced in the market. It can be a vote of confidence on the part of the officers and board, and may point to the fact that they feel there is no better way for them to put that money to work.
