They don't represent most of the garbage either in general, or floating in the ocean. Most of them don't go in to the ocean. The might not decompose in landfills very well, but paper bags don't do much better when they are buried, and plastic bags in land fills are not a significant environmental problem. Thicker reusable bags, aren't always reused at all, or reused many times, and also contribute to garbage, while taking more energy to make and representing more weight of garbage each time they are tossed.

Not that I have anything against people deciding to use alternatives, but banning them is more about extra control then it is about serious positive results.
