That bridge should not cost 4 billion

The original bridge opened in 1957 at a cost of $100M which is ~$850M in today's dollars. How can it cost nearly 5X in real dollars to replace the bridge? The Golden Gate was opened about 20 years prior dealing with salt water and fog all the time yet no need to replace it.
