It means she used the marriage license law 3 extra times when the NT condemns remarriage after divorce, making her refusal to issue licenses to gays on Bible grounds hypocritical. But since her conversion came after her 4th marriage, the D&Rs are usually considered forgiven, a view she most likely believes from her church. That is the common opinion especially since the middle of the last century in this country.
