Yes and this has been a week recovery in terms of jobs. The image you embedded in your post is irrelevant, it doesn't even compare the current recovery to any other recovery. Also I think its inaccurate because net job growth when Bush was president was positive if week. I'm not sure why the source would bother with the inaccuracy though, the actual data looks bad anyway (and also is irrelevant for your comparison).
