I want to protect both sides. It's called MAD; mutually assured distraction, as in, "Hey, look at my arsenal. First use of nuclear force by either of you will result in most of my bombs turning your country into glass, while the other side gets to shout "we won". A false flag operation will be considered first use. A false false flag operation will be considered first use. In either case, the other side still gets to shout "We one, they nothing."
