There is a possibility that this is a factor. The wash sale rule applies to individuals. I am not sure if it also applies to mutual funds and corporations. The wash sale rule would remove the incentive from taking a temporary loss if you intend to reestablish the position within 30 days.

I think the main factor has been the uncertainty in the market since October due to the Asian monetary crisis and the impact of the BTO,CTO,and ODM on DELL's edge in the market. There have also been deflationary fears and the uncertainties associated with the IMF bailouts. Finally, it seems that DELL behaved this way last year at this time even though there was no Asian flu. As I recall, at that time there were fears of a weakening PC market similar to the ones we have had this year.
