Yahoo's ratings are simple. They look at Zack's analyst ratings and group them by sector. FLC has 8 of 8 analysts rating it as a strong buy, which puts them tied with 5 others on the top of the oil drilling sector rating. I don't know why FLC is on top of the 5. I have used the rating previously with limited success.
