I think he knew he was making something that'd look like a homemade bomb and was taking it to school. The school personnel did the right thing. If it the teacher had ignored it and it had been a bomb that went off later, she'd feel responsible the rest of her life. The kid isn't a victim.

Lastly, I'd think if he's going to be honored with a WH visit, he ought to have done something more than the innards out of an old clock and stick them in a little briefcase.
