This was a very easy cheat to implement because driving on a test dynamometer is the only time that only two of the four wheels are in motion. But it's going to cost VW dearly.


OT: I don't know how CA does it these days, but I've had several different vehicles smogged in several different states, and none of the wheels were in motion during the test. They just plug into the OBD II port and get a readout of the codes. On pre-1996 cars, they still stick the sensor up the tail pipe to check emissions.

BTW, you cannot run an all wheel drive vehicle with just two wheels in motion.
