I think your thesis about Piech is a good one in this case, I'm a motorhead that reads many of the US and overseas automotive pubs and remember that many of them said they were 'baffled' that Piech lost the boardroom battle to Winterkorn. This could very well be the reason. Piech was an 'imperial CEO' type from what I have read over the years, he got projects like the Veyron done even though rumor is VW lost money on each car, notwithstanding a pricetag in the millions on each Veyron sold....

PS - Only thing I can't figure out is that if he knew, he must have gamed it thinking the chances of getting caught were very slim, otherwise why take the risk if your family has a large chunk of the stock and stands to lose billions???
