Of course. That's intuitively obvious.

Why is it so easy to "game the system?"

Let's look at the accepted definition of "free market":

"a system of economics in which prices of goods and services are determined by buyers and sellers without influence from government."

At least that's pretty close.

Back to the problem. Why is it easy to "game the system?" Answer: Because government controls competition.

Were this a normal market where competitors could drive prices down they would. The drug is long off-patent, the cost to manufacture it, we know, is less than $13, and the current profit margin is high. Competitors would be all over it, quickly driving prices back to equilibrium. But they can't do that because of an absurd regulatory process.

Blame yourselves. Over-regulation is the problem and you created it.
